Haciendo camino al andar: la construcción local de política pública contra la trata de personas en Ecuador

Abstract
Varias han sido las razones que han dificultado la aplicación del Plan Nacional para Combatir la Trata de Personas, el Tráfico Ilegal de Migrantes y la Explotación Sexual y Laboral en Ecuador, documento ruta de la política pública en materia de trata de personas en el país, ocho años después de su aprobación. Dificultad aún más evidente cuando se trata de aterrizar los procesos centrales a nivel local. Sin embargo, los procesos de construcción de política pública en esta materia, durante los años 2011-2013, en los gobiernos autónomos descentralizados municipales (GAD) de Cotacachi, Otavalo, Lago Agrio, Colta y Guamote pueden ser una salida a alguno de los obstáculos.
