Editorial Policy

EUTOPÍA. Journal of Territorial Economic Development) is an academic journal in Social Sciences of the Latin-American region, published every six months in June (January-June) and December (July-December). Seeks the reflection on what happens in our society taking as the axis of analysis the territory. EU-topia comes from the Greek: EU, good, and Topos place, it would literally mean 'good place' and is just about what we seek to reflect both at the level of Ecuador and Latin America. It is not enough with the fashion theory of "good living" if you do not have a "good place" to implement a new way of doing economy, recreate the relations of reciprocity, to make participative policy, in particular, to build a more just and caring society, there's no way arguing about well being. The construction of a "good place", not as a utopia but as something real and viable is a challenge in which we need the active incorporation of social thought of advanced in the region.

The efforts of this magazine seek to show, both to academics and policymakers, the new reflections that exist on the territory, the development, and the interpretations that come from the economy, sociology, and other social sciences. At the same time, these efforts are also aimed at rescuing what people do in the territories, to revalorize their role not only economically, but also their potential for change. In an increasingly globalized world, there is a tendency to think that solutions will come to us anytime from outside and we continue with the dream of building a society similar to that of the developed countries, when these are in crisis and look at the Trails so we travel slowly and hard in the construction of more livable territories, that is to say, utopian.

Peer Review Process

The articles received in Eutopía have to be original and unpublished. The review process is meticulous. First, it is verified that the authors comply with the norms of publication, after which the article is considered as "received". I fail to comply with the norms, the authors will be notified of the "no reception" and the editorial process will be interrupted.

Each proposal is then sent (anonymously) to reader pairs, with whose opinions the editorial board of the Journal decides whether the article can be "published", "published with minor Changes", "modified to be reevaluated" or "rejected". The articles will be submitted to external evaluators to the publishing institution or to the country through the double-blind peer system. This process can take up to four months. In the event that the article is accepted, it starts an editing process that can take up to approximately two months.

The Editorial Board of the journal, after sending feedback, will analyze the relevance or not of the incorporation made by the authors, following the suggestions of the reviewers. The Editorial Board is responsible for the latest edition filter to conserve quality standards.

Eutopía does not charge any charge for the reception, shipping or processing of the items.

Declaration of Ethical Practices in the research and in the editorial policy

The editorial team of Eutopía. Journal of Territorial Economic Development will be aware that editors, evaluators, and authors are governed according to the ethical norms during The entire editorial process. These rules are detailed below:

Authors, editors, evaluators, and reviewers must declare if there are conflicts of interest or disabilities. Transparency is essential in scientific research and in the peer review process. When an author, editor, evaluator or reviewer has any opinion or interest of financial or personnel that might affect your objectivity or influence inappropriately in their acts, should abstain from participating in the editorial process. These relationships are also known as dual commitments, competing interests or loyalties in competition.

Conflicts may exist as a result of personal relationships, academic competence, and intellectual passion. Conflicts of interest more evident, however, occur around the direct financial relationships (employment, stock ownership, scholarships, patents) and indirect (fees, advisory services to promoting organizations, property investment funds, expert testimony paid).

In the case of the authors, the existence of a relationship that could constitute a conflicto (even if the person does not believe that it affects his judgment) should be communicated to Eutopía. A confirmation of this situation will be requested, in writing, in case of accepting the article, but it must be communicated informally at the time of sending it. The journal may use this information as a basis for making editorial decisions and may ask the author to explicit it if it is considered important to readers when judging the manuscript. The magazine may also opt not to publish the work in case of a conflict. The editors, evaluators, and reviewers must also communicate to the Editorial Board of Eutopía the existence of a relationship that could constitute a conflict (even if the person does not believe that affects their trial).

Authors should avoid inappropriate behaviors in the research and publication process. The publication of data or conclusions that were not generated by experiments or observations, but by invention or manipulation of data, are known as fraud. There are two main types of fraud in the research and scientific publication: the manufacture of data (invent results for after record or communicate) and the falsification of data (handling of research materials, images, data, equipment or processes; includes the modification or omission of data or results crucial).

Likewise, the authors should avoid plagiarism: to use the work of others without their permission, mention or recognition. Plagiarism is presented in different ways: the literal copy (to play a word-for-word work, in whole or in part, without permission and mention of the original source), substantial copy (related to research materials, processes, tables or equipment) , paraphrased (reproduce ideas of another person but without copying them word for word, without permission or indication of the original source), and recycling of text (play parts of a job and resend it to be published as a whole new article).

Authors should avoid simultaneous/multiple shipping or duplicate publishing. Simultaneous sending is to send an article to different publications or publishers at the same time, there being the possibility that more than one magazine publish it. A duplicate or multiple publications occurs when two or more articles of the same author or authors, without cross-referencing each other, share essentially the same hypothesis, data, points of discussion and/or conclusions. This can occur in different degrees as is the duplication literal, partial duplication but substantial or even duplication through paraphrasing. Also in connection with the translations that does not indicate the original article.

In relation to the criteria to be recognized as an author, there are two main:

  • Have contributed substantially to the conception and design of the research, in the acquisition of data, or in the analysis and interpretation of the study.
  • Have written or reviewed the intellectual content of the article.

The people who participated in a study but do not match at least one of these criteria must appear as "collaborators" or under a subtitle "acknowledgments". Examples include: Collaborate with tips, spaces for research or academic supervision or institutional, or providing financial support.

There are three types of blames that are considered unacceptable:

  • Falsify the relationship of the scientist with his work, which is to include the names of individuals who have participated little or nothing in the investigation, omitting names of people that did participate. This includes submission of a manuscript without the permission of one of the authors/contributors.
  • Ghost Authorship, which refers to the role of professional writers who are not recognized. Contributions not attributed to the analysis of data may also constitute an authorship ghost.
  • Honorary authorship as a guest, that is based on an affiliation dim with the study, or only with the expectation that the inclusion of a name, in particular, will improve the chances that it is published.

The authors must avoid the fragmentation, which consists of dividing or segmenting a big study in two or more publications. To these segments, they are named “fragments“ of a study, which share the same hypotheses, by population and methods. The motive of avoiding the fragmentation is that it can give place to a distortion of the literature, making to believe to the readership that the information presented in every fragment stems from a different investigation, with different samples.

According to the foregoing, the authors must:

  • Declare that they have read and understood the requirements for sending articles according to the publisher of the magazine; verify that your article is based on an original investigation; declaring that the article has not been published before, nor sent simultaneously to other publishers.

In relation to the evaluatory pairs, they should:

  • Adhere strictly to the policies of the review process.
  • Respond to requests and submit assessments on time.
  • Make a methodical and rigorous evaluation, given the level of expertise of the evaluation peer.
  • Respect the confidentiality of the information linked to the editorial process.

As regards the publishers, these have to:

  • To guarantee the transparency in the processes of evaluation and publication.
  • To guarantee the objective dialogue and the confidentiality of the parts involved in the publishing process.
  • To answer with speed and respect to the questions and notifications.

Articles which conform to the rules of publication of the editorial policy shall be declared as "received" and its receipt shall be notified to the author/a. Otherwise, they will be returned without a reception for evaluation.

The articles are analyzed to determine whether they are relevant to the field of territorial economic development. If this is the case, a general review is made to verify that they comply with the publication standards.

Articles that meet the requirements are sent to academic peers outside Eutopía, who assess the quality of the articles regarding the management of the sources and the bibliography, contribution to the knowledge and originality, clarity and innovation in the argumentation, quality of drafting and relevance.

The evaluation takes place under the "anonymous double-blind" modality.

After the evaluation, a message is sent to the authors with the opinion, which may be: accepted, accepted with minor changes, modified and reevaluated, or rejected.

In a final phase, the changes made to the previously approved articles are verified and included in a style correction process before their definitive publication.
